If these individuals aren’t prosecuted this then sets a precedence that the law is meaningless and the power rests with unelected bureaucrats?

The ponzi argument of paying yield with issuing stocks is worthy, but at the scale mstr do it, I think minimal and make sense for bringing in more funding.
